Little Rock is facing a rising gap in low-barrier emergency housing (30–90 days) and transitional housing (up to 24 months) for individuals experiencing homelessness. These shortages fuel vagrancy, neighborhood instability, and increased public safety costs—especially in the University District, where opioid-related homelessness is most visible.
A rare opportunity now exists to address these needs at scale and at a fraction of the usual cost.
The Opportunity
Over the past three years, Mosaic Church has reduced the purchase price of the former CHI St. Vincent Clinic from $5.5M to $500,000. Renovating and repurposing this facility will create a permanent hub for emergency housing, transitional housing, workforce development, and community stabilization.
